Abstract

This study aims to examine the impact of transformational leadership on knowledge management effectiveness within public sector organizations using a systematic literature review approach. This research applies a Systematic Literature Review (SLR) methodology using the PRISMA framework. A total of 35 articles were selected from Scopus and analyzed using bibliometric and thematic analysis techniques supported by VOSviewer software. The findings reveal that transformational leadership plays a critical role in enhancing knowledge sharing, organizational learning, and the successful implementation of knowledge management initiatives in public sector organizations. Leadership behaviors such as intellectual stimulation and individualized consideration are particularly influential. This review offers a unique contribution by systematically integrating research on transformational leadership and knowledge management specifically in the public sector a combination that remains underexplored. The study provides theoretical insights and practical implications for enhancing public service innovation through leadership.
